About Decade of Gas
The Decade of Gas is Nigeria's national initiative to build a gas-powered economy by 2030. It exists to unlock the country's vast gas reserves for the direct benefit of Nigerian households, industry, and the environment — turning a resource advantage into a development outcome.
Decade of Gas convenes government, industry, and international partners around a shared agenda: cleaner energy, stronger local economies, and a just transition away from harmful legacy fuels.
About NGLPP
The National Grassroots LPG Penetration Programme (NGLPP) is a system-led initiative designed to solve a problem that has resisted every previous clean cooking intervention: how to get clean cooking gas into the hands of Nigeria's poorest households, and keep it there.
Developed in close collaboration with the Federal Ministry of Petroleum Resources, NGLPP represents one of the flagship interventions of the Decade of Gas agenda.
The Problem With What Came Before
Uncontrolled Assets
Cylinders given away outright were resold on the black market, compromising programme integrity.
Poor Refill Access
Last-mile infrastructure was never built, so early adopters had nowhere to return for refills.
One-Time Distribution
Programmes stopped at handover, with no mechanism to drive repeat adoption and behavioral change.
Limited Data
Without visibility into household behaviour, operational problems were detected too late to fix.
How NGLPP is Different
Controlled Asset Recirculation
Cylinders remain programme-owned throughout. Tagged, serialised, and biometrically linked to one household, one National Identification Number (NIN).
6-Refill Tapered Subsidy
A structured subsidy structure designed specifically to transition households from fully funded refills to market pricing over 4–6 months.
Depot–Hub–Node Network
Anchored by more than 1,000 women-led franchise nodes. These nodes serve as the trust layer and last-mile accessibility hubs.
Central Digital Platform
Unifies the tracking, refill verification, and a Monitoring, Reporting & Verification (MRV) architecture robust enough to capture carbon credits.
The Five-Year Path to Scale
NGLPP is being built in four risk-mitigated phases, progressing systematically from a regional proof-of-concept pilot to complete national transformation.

Beyond the Subsidy: A Sustainability Engine
NGLPP is not designed as a permanent, grant-dependent giveaway. Each household that switches from biomass to LPG avoids an estimated 3.86–5.5 tonnes of CO2e per year.
At full scale, this represents a potential $1.875 billion revenue opportunity over 10 years across voluntary, compliance, and premium carbon markets — creating a self-sustaining funding mechanism to finance the programme's own expansion and long-term commercial viability.
Program Lead — Decade of Gas
Decade of Gas provides strategic oversight and national coordination for NGLPP, operating a multi-tiered governance structure that separates oversight from execution. This includes a Central Project Management Office (CPMO) responsible for programme design, execution, stakeholder coordination, and performance reporting.
Program Team — TopNotch Advisory
TopNotch Advisory serves as the Implementing Consultant for NGLPP, translating strategic design into operational delivery on the ground. This spans cylinder procurement, franchise node onboarding, digital platform deployment, and monitoring impact reporting.
