What we need to do

The Imperative

Nigeria currently has ~210 TCF of proven natural gas reserves which have the potential to unlock economic development and GDP growth for the country

However, there is an impending gas supply crisis with potential shortfall of 3.1bcfday by 2023

As the energy transition evolves, there is an opportunity to accelerate development across the gas value chain, providing a low-carbon bridge to a future of sustainable energy

The Outcomes

A set of targeted initiatives have been identified for implementation in order to unlock critical gas supply required to meet the base case demand as well as unlock infrastructure investments

Gas Demand view

  • Demand could grow to ~22.6 BCFD by 2030
  • Domestic consumption could account for ~60% of total demand by 2030
  • Resolving the power sector challenges is critical to assuring a Decade of Gas

Gas Supply view

  • Onshore Non Associated Gas (NAG) accounts for 47% of total gas supply by 2030
  • Priority gas projects should be delivered to meet base case demand
  • Developing offshore NAG is imperative to meet high case demand

Infrastructure requirements

  • ~$1 - $2bn of government funding is required to deliver priority infrastructure
  • Expansion of the Network Code will enable optimal utilization of infrastructure
  • Decarbonization framework must be in place to attract financing

Sustainable Economic Framework as an Enabler

  • Transition to cost-reflective prices across the value chain in the short term and market-led pricing in the long term is required to attain the Decade of Gas aspirations
  • Mitigations must be in place to address the vulnerable population that will be impacted by price increases

The Implementation

Focused execution committee mandated to deliver agreed initiatives within the next 24 months
Sponsorship at the highest levels to assure impact and visibility on national agenda
Transparent cadence at working group (biweekly), committee (monthly) and sponsors (quarterly) level to assure delivery
